Chop the red bell pepper, onion, and jalapenos. Remove the seeds from the jalapenos if you don't want it spicy.
Spray a nonstick pan with cooking spray. Add the vegetables and let them cook for 3-4 minutes over medium heat.
While the vegetables are cooking, drain and rinse the black beans. When the vegetables are done cooking add the black beans.
Season the bean mixture with garlic powder, onion powder, cumin, chili powder, salt, and pepper. Let the bean mixture cook for 5 minutes.
While the beans are cooking heat up the tortillas.
Assemble the burritos by adding about 1/2 cup of the black bean mixture, cilantro and reduced-fat Mexican cheese. Fold in the sides then roll up the burrito.
Optional: serve with fat-free sour cream and salsa.
