Preheat oven to 350 degrees F. Spray an 8x8 baking dish with nonstick cooking spray. Add the eggs, skim milk, garlic powder, and salt to a medium mixing bowl. Whisk the ingredients together.
Place the thawed potatoes in the bottom of the baking dish. Top the potatoes with the shredded cheese.
Pour the egg mixture evenly over the potatoes and cheese.
Bake 45-55 minutes, or until the eggs are set in the center.
