Preheat the oven to 350 degrees F. Spray a pie dish with nonstick cooking spray.
Add the ground beef to a nonstick skillet. Break apart the ground beef then add the onion and red bell pepper.
Once the ground beef is browned and cooked through, drain any excess grease.
Stir in taco seasoning and 1/4 cup of water. Simmer for 2-3 minutes until thickened. Stir in the chopped spinach then remove from heat and allow to cool slightly.
In a bowl, whisk together the eggs, cream, salt, and pepper.
Spread the taco meat evenly into the baking dish. Pour the egg mixture over the beef. Sprinkle cheese evenly on top.
Bake for 20-25 minutes, or until the center is set and the top is lightly golden.
Let cool for 5 minutes before slicing. Add optional toppings if desired.
