In a large skillet over medium heat, cook the ground beef until browned, breaking it apart with a spatula. Drain any excess fat.
Stir in the bell pepper and garlic. Cook until softened, about 4-5 minutes
Add the riced cauliflower, petite diced tomatoes, smoked paprika, chili powder, oregano, salt, and pepper. Stir well.
Reduce the heat to low, cover, and cook for 5 minutes.
Sprinkle cheese over the top, cover, and cook for another 2 minutes until melted.
Garnish with parsley if desired and serve hot.
