Cut the rib eye into 1 inch pieces. Add it to a medium bowl and sprinkle with all purpose flour. Mix together.
Heat a large Dutch oven over medium heat. Melt the butter, add the steak and brown on all sides.
Stir in the onion and garlic and let cook 1 minute.
Add 4 cups of water and a bay leaf to the Dutch oven. Scrape any brown bits from the bottom of the pan.
Bring to a simmer then put the lid on. Continue to simmer 45 minutes.
Peel the carrots and potatoes, then cut into small pieces.
At the end of the 45 minutes add the carrots, potatoes, and seasoning packet. Place the lid back on and simmer 30 minutes.
Add 2 splashes of Worcestershire sauce, the green beans and peas. Simmer for 15 minutes.
