Preheat oven to 350 degrees F. Spray an 8x8 baking dish with nonstick cooking spray.
Spray a nonstick saucepan with cooking spray. Add the chopped onions and saute for 3 minutes.
Stir in the chili powder, coriander, cumin, garlic powder, and salt. Slowly stir in the tomato sauce. Mix together each time you add more tomato sauce. Add the water and mix together.
Cover and simmer for 5 minutes.
While the sauce is simmering, season the ground beef with garlic powder, black pepper, and salt. Brown the ground beef then drain any excess grease.
Add 1/2 cup of the enchilada sauce to the ground beef. Also, stir in 1/2 cup of the reduced-fat Mexican cheese.
Lay out a tortilla. Add 1/4 of the beef mixture to the center of the tortilla. Roll the tortilla up and place it in the baking dish seam side down.
Repeat with the three remaining tortillas. Once all four tortillas are rolled up and in the baking dish pour the remaining enchilada sauce over them.
Sprinkle the remaining cheese on top of the enchilada sauce.
Bake for 25 minutes.
