Preheat oven to 350 degrees F.
Cook shells according to the directions on the box.
Brown the ground beef and drain any fat. Add the taco seasoning and water then cook on medium heat for 5 minutes. Add 1 cup of salsa and 1/2 cup of Mexican cheese. Stir until the cheese is melted.
Stuff each of the shells with the meat mixture. Place them into a 9x13 baking pan sprayed with cooking spray.
Pour the remaining salsa and cheese over the noodles. Cover the pan and bake for 15 minutes or until the cheese is melted.
